چکیده :

مسأله تامین مسکن اقشار کم درآمد نه تنها در ایران بلکه در کشورهای توسعه یافته و توسعه نیافته مورد توجه قرار گرفته است. تاکنون سیاست های مختلفی برای تامین مسکن کم درآمد درنظر گرفته شده است. امروزه شهر هوشمند را به عنوان راهکاری برای بهبود سیاست شهری، امنیت، توسعه و حکومت داری با استفاده از پیشرفت های فناوری اطلاعات برای بازآفرینی سرمایه انسانی، خلاقیت، نوآوری، آموزش، مشارکت، توسعه پایدار و مدیریت درنظر می گیرند. هدف اصلی این تحقیق بررسی تئوریک کاربرد محیط زیست هوشمند در مجتمع های مسکونی مسکن مهر در کشور است که به شناسایی زمینه ها و چالش های پیش روی بر عدم تحقق محیط زیست هوشمند در مسکن مهر پرداخته است. روش پژوهش با استفاده از روش کیفی و با استفاده از رویکرد سیستماتیک «نظریه داده بنیاد» (رویکرد اشتراوس کوربین) و جامعه آماری 60 فرد از کارشناسان خبره شهرداری تهران بوده که با استفاده از نمونه گیری هدفمند تا رسیدن به اشباع نظری انجام شده است. یافته های تحقیق از آن دارد که فراهم نمودن یک مدیریت یکپارچه در مجتمع های مسکونی مهر خاصه در اطراف آن با درنظرگیری ذی نفعان و کنشگران متعدد دخیل در این فرآیند با عنایت به محیط زیست و طبیعت شهری موردنیاز بافت مسکن مهر جدید لازم بوده و در نهایت با ارتقای سطح ظرفیت نهادی سازمانی و مردمی، زمینۀ تعامل و ارتباطات مناسب این ذی نفعان و کنشگران را به هدف دستیابی به محیطی خلاق که از سرمایه-های فکری، اجتماعی و هوش جمعی نهادها و زیرساخت های مادی خود برای مقابله با طیف وسیعی از مشکلات و چالش هایش بهره گیری مناسب بوده را فراهم می آورد که اعم آن ها در موازنه «ارتباط با طبیعت و محیط زیست» پیرامون مناطق مسکونی مهر در ایران است.

چکیده انگلیسی :

The issue of providing housing for low-income groups has been considered not only in Iran but also in many countries of the world, and so far various policies have been considered and implemented to provide housing for low-income groups. Smart city as a solution mainly to improve urban policy, security, development and governance by using information and communication technology advances to recreate human capital, creativity, innovation, education, participation, sustainable development and Management knows. The main goal of this research is to investigate the smart environment in Mehr Housing residential complexes in the country, therefore, it has been done to identify the areas and challenges facing the non-realization of the smart environment in Mehr Housing. The research method is using the qualitative method and using the systematic approach of "foundational data theory" (Strauss-Corbin approach) and the statistical population is 60 expert experts of Tehran municipality, which is using targeted sampling until saturation is reached. A comment has been made. The findings of the research have shown that providing an integrated management in Mehr residential complexes in Tehran and its surroundings and considering the many stakeholders and actors involved in this process with respect to the environment and the urban nature of the housing context Finally, by improving the level of institutional capacity, the field of interaction and appropriate communication of these stakeholders and activists with the aim of achieving a creative environment that uses the intellectual, social and collective intelligence of its institutions and material infrastructures to deal with A wide range of problems and challenges are properly exploited, provided that all of them are in the balance of the relationship with nature and the environment around the residential areas of Mehr in Iran.
